"And the kings of the earth, who committed [acts of] immorality and lived sensuously with her, will weep and lament over her when they see the smoke of her burning, [NASB]

καὶ κλαύσουσιν καὶ κόψονται ἐπ᾽ αὐτὴν οἱ βασιλεῖς τῆς γῆς οἱ μετ᾽ αὐτῆς πορνεύσαντες καὶ στρηνιάσαντες ὅταν βλέπωσιν τὸν καπνὸν τῆς πυρώσεως αὐτῆς

see the smoke of her burning --

This makes it seem as if it were a real city. It is burning. People stand at a distance and can see the smoke. This scene reminds us of the pictures of the attack on the Twin Towers in NY City. Everything in this description makes it sound like it is one city and not a world-wide organization. While one city may represent the Great Harlot, it is also clear from the other scriptures that the Great Harlot is much greater than this. No one city fulfills all we know about the Harlot.
