"Pay her back even as she has paid, and give back [to her] double according to her deeds; in the cup which she has mixed, mix twice as much for her. [NASB]

This is justice: As she has deceived, let her be deceived; As she has cheated and stolen, let others cheat and steal from her; As she has murdered, let her be slain.

Moses wrote that a person who wrongs another must compensate them for damages. Typically, if the injury was deliberate, this compensation is much more than the actual damages. The lowest amount is double. For stealing an ox, the restitution is five times the amount.

Exodus 22:1, 4, 7

1 “Whoever steals an ox or a sheep and slaughters it or sells it must pay back five head of cattle for the ox and four sheep for the sheep. . . . 4 If the stolen animal is found alive in their possession—whether ox or donkey or sheep—they must pay back double. . . . 7 “If anyone gives a neighbor silver or goods for safekeeping and they are stolen from the neighbor’s house, the thief, if caught, must pay back double.

The implication is that the Great Harlot is being given the minimum sentence for all her thefts and murders.
